AEY9 abend in CICS/CEMT from Batch

Q:

During startup, CICS abends with a AEY9. If MTPPPLT is removed from the startup, CICS comes up normally.

IBM program DFHEOP was missing from group DFHEXEC. It is needed when issuing WTOs.
